Abuja’s 18-Year Monument of Neglect: FG Pools N25bn from First Lady’s Gifts, TETFund to Rescue National Library

After nearly two decades of administrative inertia and abandoned hopes, the Federal Government of Nigeria has announced an ambitious N25 billion intervention to complete the National Library of Nigeria headquarters in Abuja. Minister of Education, Professor Tunji Alausa, revealed this strategic funding initiative, indicating a decisive move to rescue what has long been described as Nigeria’s most embarrassing educational monument of neglect. The structure, which has stood half-completed for 18 years, has symbolized successive administrations' failure to prioritize national intellectual infrastructure.

According to reports, the newly mobilized N25 billion is an unconventional pool of resources, drawn partly from discretionary gifts donated to the Office of the First Lady, Senator Oluremi Tinubu, alongside critical funding from the Tertiary Education Trust Fund (TETFund). This fiscal arrangement represents a creative, albeit controversial, departure from traditional budgetary processes. Analysts note that leveraging these alternative sources highlights the severe fiscal constraints facing the Tinubu-led administration as it scrambles to deliver on landmark infrastructure projects.

The National Library project, initially conceptualized to serve as the nation's premier repository of knowledge, has suffered catastrophic delays since its inception. Awarded in 2006 during the administration of President Olusegun Obasanjo, the project's costs have spiraled exponentially from its original estimate of N8.5 billion. Successive governments failed to allocate sufficient capital votes to the project, leaving the multi-story structure exposed to the elements in Central Business District, Abuja, while the national library continued to operate from temporary, rented facilities.
