The massive financial incentive targets two high-ranking figures within the terror organization: top leader Shahab al-Muhajir and key financial facilitator Obaidullah.

According to official statements, up to $10 million is being offered for information leading to the identification or location of Shahab al-Muhajir, also known as Sanaullah Ghafari, who was appointed as the overall commander of ISIS-K in June 2020. Under his leadership, the extremist group has launched numerous high-profile attacks in Afghanistan and neighboring regions, solidifying its position as one of the most violent transnational threat actors.

An additional sum of up to $8 million has been tagged to Obaidullah, allegedly a vital financial strategist and operational head responsible for channeling funding into the group's terror networks. Security analysts suggest that disrupting these financial arteries remains crucial to crippling the group's ability to plan and execute external operations.
