Why Arrests Alone Cannot Stop Nigeria's Drug Cartels — Marwa Advocates Financial Strangulation

In an assertive shift of operational doctrine, the Chairman of the National Drug Law Enforcement Agency (NDLEA), Brigadier-General Buba Marwa (Retd), has stated that the traditional approach of merely arresting and prosecuting drug traffickers is no longer sufficient to win the war against narcotics in Nigeria. According to Marwa, while physical arrests and jail terms serve as deterrents, they do not dismantle the deeply entrenched infrastructure of transnational drug syndicates. He argued that the ultimate weapon against organized drug crime lies in aggressive asset recovery and the total liquidation of illicit wealth.

Speaking at a strategic briefing on national security and narcotics control, the NDLEA boss emphasized that drug lords often view the arrest of their foot soldiers as a minor, manageable cost of doing business. These syndicates operate like highly structured multinational corporations; when one courier is jailed, a replacement is immediately recruited using the cartel's vast, untouched financial reserves. Consequently, the agency is recalibrating its focus toward identifying, freezing, and permanently confiscating the financial assets, real estate, and legitimate business fronts used to launder drug proceeds.

This policy pivot comes amid growing concerns over Nigeria's evolving role in the global narcotics trade. No longer just a transit point for cocaine and heroin heading to Europe and North America, the country has increasingly become a major consumer market and a producer of dangerous synthetic drugs, particularly methamphetamine. Security analysts suggest that the immense liquidity available to these cartels poses a direct threat to national stability, as drug wealth is increasingly being linked to the funding of banditry, kidnapping-for-ransom, and insurgency across the federation.
