Outdated State Public Health Laws Jeopardise Nigeria’s Outbreak Preparedness, NCDC Warns

Bridging Nigeria's public health vulnerabilities demands decisive legislative action from State Houses of Assembly. Epidemiological experts argue that sub-national governments must urgently domesticate and enact contemporary public health security laws aligned with the National Health Act (2014) and the International Health Regulations (IHR 2005). Such modernised frameworks must explicitly codify disease reporting mandates, clarify emergency police powers, and establish dedicated state epidemic preparedness and response funds to prevent catastrophic bureaucratic delays.

Health economists note that the financial cost of statutory inertia far outstrips the investment required for legislative reform. Every protracted outbreak decimates sub-national productivity, diverts scarce state revenues toward reactive emergency procurement, and overwhelms already fragile primary healthcare centres.

"Public health security is national security; we cannot confront 21st-century biological threats with 20th-century legal apparatuses,"

noted a senior health policy analyst in Abuja.

To build enduring resilience, the NCDC and development partners are intensifying technical support to state ministries of justice and health to craft harmonised, constitutionally sound biosecurity bills. As cross-border movement and climate-induced zoonotic spillovers accelerate disease transmission risks, Nigeria's overarching security against health catastrophes will ultimately depend on the strength and agility of its weakest sub-national legal link.
