FG Unveils Revised Migration Policy to Curb Brain Drain, Assure Safe Return for Diaspora Nigerians
For several years, the phenomenon colloquially known as "Japa"—the mass emigration of doctors, tech experts, academic researchers, and nurses—has depleted Nigeria’s critical sectors. While the government acknowledges the right to freedom of movement, the revised migration policy seeks to address the negative domestic externalities of this brain drain. Crucially, the policy introduces incentive frameworks designed to encourage the diaspora to engage in virtual knowledge transfer, telemedicine, and structural investments without necessarily undergoing permanent physical relocation.
Equally central to this policy is the fate of thousands of Nigerian migrants facing systemic abuse, detention, or deportation abroad. Reports of dehumanizing conditions faced by irregular Nigerian migrants in North Africa and parts of the Middle East have long triggered public outrage. The revised framework mandates Nigeria's diplomatic missions to assume a more proactive, legalistic, and defensive posture in protecting the fundamental rights of Nigerians living in foreign jurisdictions, regardless of their legal status.
To support reintegration, the government has announced partnerships with international organizations, such as the International Organization for Migration (IOM), to offer psycho-social support, vocational retraining, and micro-credit facilities to voluntary returnees. Under the new guidelines, returnees will be absorbed into targeted federal empowerment schemes, designed to prevent the recurrence of the economic hardships that prompted their initial departure.
