By building a transparent, safe, and mutually beneficial bridge between the homeland and its far-flung citizens, the federal government has a unique opportunity to turn the current 'brain drain' into a lucrative 'brain gain.' However, this will require persistent diplomatic engagement, sincere domestic reforms, and an unyielding commitment to the rule of law.
