Global Tech Regulatory Shift: EU Drags ChatGPT, Reddit, and Roblox Into High-Risk Security Dragnet

The "very large" designation is not arbitrary; it strictly applies to digital platforms and search engines that boast more than 45 million monthly active users within the 27-nation EU bloc. ChatGPT reported an astronomical 159 million active users in the EU at the end of March—representing over a third of the bloc’s population—while Reddit and Roblox reported 57 million and 46.6 million active users, respectively.

Under the strict terms of the DSA, these companies now have a tight four-month window to implement sweeping changes to their operations. They are legally mandated to assess and mitigate systemic risks, particularly those concerning the dissemination of illegal content, negative impacts on minors, users’ physical and mental well-being, fundamental human rights, public security, and electoral integrity.

The financial repercussions for failing to comply are severe. The European Commission has the authority to levy fines of up to six percent of a company's global annual turnover for serious and persistent breaches. In extreme scenarios, repeat offenders could face a total ban on operating within the European market, a threat that has already seen the EU hit prominent players like Elon Musk's X, Temu, and AliExpress with significant investigations and penalties.
